Implementation of Government’s April 21 decree allows to transparently resolve issue with further lease of Kyiv-Pechersk Lavra building No. 19 — Oksana Poviakel

A logical and transparent legal decision must be made regarding the terms of the further lease of Kyiv-Pechersk Lavra building No. 19, which was used by the Ukrainian Society for the Protection of Historical and Cultural Monuments (USPHCM).

This issue was discussed during a briefing on the illegal use of property of the Kyiv-Pechersk State Historical and Cultural Reserve, which was held at Media Center Ukraine — Ukrinform.

In particular, Oksana Poviakel, Director General of the National Museum of Folk Architecture and Life of Ukraine, pointed out that the Government’s decree as of April 21, 2023 needs to be implemented.

“Within three months, the USPHCM must vacate the premises, and during this time, everyone, who wishes to do so, must file an application to the State Property Fund. Both we, and the USPHCM as well as any other organization, must contact the management of the Kyiv-Pechersk Lavra reserve, contact the State Property Fund and ask to provide this room and explain why it is needed. On legal grounds, with proper payments, with everything the way it should be, according to the law,” she explained.

As reported, building No. 19 of the museum association “Kyiv-Pechersk State Historical and Cultural Reserve” was previously leased to the Ukrainian Society for the Preservation of Historical and Cultural Monuments for free. The Society was supposed to place the items of the National Museum of Folk Architecture and Life of Ukraine in that location.

On April 21, the Government adopted a decree to streamline the issue of renting the premises and property of the Kyiv-Pechersk Lavra National Reserve, as proposed by the Culture and Information Policy Ministry.

As of now, the Culture Ministry has been appointed as the governing body of the National Museum of Folk Architecture and Life of Ukraine. The terms of the further lease of state property by the National Museum of Folk Architecture and Life of Ukraine is under consideration.
