Within a year and a half of the war, about 3,100 legislative changes adopted by authorities —Reform Index
Since February 2022, the authorities have introduced about 3,100 changes to the rules of the game in various areas, Ksenia Alekankina, project manager, said during the international conference “Forward and Upward: Reforming Ukraine during the War” on May 19.
“On the one hand, such a large number shows that the government is actively working, despite the war. However, on the other hand, the large number of adopted regulations puts a burden on citizens and businesses, because it requires monitoring of changes in order to comply with them,” Ksenia Alekankina explained.
According to the analyst, among the 3,100 changes there are many that experts of the Reform Index project of the Vox Ukraine analytical platform marked as harmful. At the same time, the authorities have canceled or are preparing to cancel a number of regulations that have already shown their ineffectiveness. In particular, the Cabinet of Ministers approved the draft law, which cancels the simplified system with a single tax rate of 2% as of July 1, 2023.
The international conference “Forward and Upward: Reforming Ukraine during the War” is taking place on May 19 in Kyiv. The conference was organized by analytical platform Vox Ukraine with the support of The National Endowment for Democracy (NED). Media Center Ukraine is the main media partner.
