Ukraine needs a new Criminal Code. Outdated legislation does not allow for the effective prosecution of Russians for war crimes in Ukraine

The 9th Lviv Criminal Justice Forum discussed this issue. The forum participants’ work will complement the draft of the new Criminal Code of Ukraine. This is the most effective way to punish criminals and restore justice, said Vitalii Hatseliuk, PhD in Law, at a briefing at the Ukraine-Lviv Media Center.

The two-day discussions of the best Ukrainian lawyers will result in a resolution. It will be available to parties working in law and war crimes investigations. The forum is supported by the OSCE Support Programme in Ukraine in partnership with the State Bureau of Investigation and Lviv State University of Internal Affairs.

“We discussed reforming the national criminal law. In particular, regarding liability for attacks on critical infrastructure. For example, in our realities, an attack on a thermal power plant acquires the characteristics of a war crime. It means a more severe penalty. Following the forum, the resolution will include recommendations for improving the draft of the new Criminal Code. It is almost ready to be submitted to the Parliament”, said Yurii Ponomarenko, Head of the Department of Criminal Law at Yaroslav Mudryi National Law University, Doctor of Law.
