Ukraine moves toward digitalizing social services with key legislation nears adoption
A draft law aimed at streamlining access to social support services for Ukrainian citizens could be enacted soon, according to Deputy Minister of Social Policy of Ukraine for Digital Development, Digital Transformation and Digitalization (CDTO) Kostiantyn Koshelenko.
Speaking at a briefing at the Media Center Ukraine, Koshelenko highlighted that draft law No. 11377 has garnered strong backing from both social policy and digitalization experts. “With broad support from experts in these fields, we anticipate its swift adoption,” he stated.
The proposed legislation has already cleared its first reading in parliament and has the endorsement of Verkhovna Rada committees and non-governmental organizations focused on digital development. Koshelenko explained that the law is designed to enhance data exchange across numerous state registries, reducing bureaucratic hurdles and making it easier for citizens to access social services.
“This law is fundamentally about a human-centered approach. It prioritizes individuals, enabling us to structure social services around their needs while building the required infrastructure. For instance, instead of forcing people to shuttle between government offices with certificates, the law allows for automated data verification and application processing. It will also facilitate seamless integration with other state registries,” Koshelenko said.
He added that the initiative involves the creation of over 100 new data exchanges between registries, with about 40 already operational. “These exchanges ensure accurate, transparent information for decision-making, helping us move toward a fully digitalized and efficient social support system,” Koshelenko emphasized.
