All hackers working with russia against Ukraine are state-controlled war criminals — State Service for Special Communications

Hackers who cooperate with the russian federation are either military personnel or financed by the russian security forces. Yurii Shchyhol, Head of State Service for Special Communications and Information Protection made this statement during a briefing at Media Center Ukraine — Ukrinform.

“We must understand and take into account the fact that essentially all hackers who work with the russian federation – most of them do not even hide their affiliation – are all financed by the state. These are all people who are either in military service or are financed by the security forces. Even the funds of the private sector are still obtained through corruption with the help of their authorities. Therefore, we must understand that these are all war criminals, because they use their abilities, means and skills against Ukraine during the war. They are at war with Ukraine. These hackers are controlled by the state in any case and in all meanings of the word,” — Shchyhol noted.
