Public investment overhaul: Serhii Marchenko discusses state budget innovation for 2025

A new framework for managing public investment projects is set to be introduced in 2025.

During a briefing at the Media Center Ukraine, Serhii Marchenko, Minister of Finance of Ukraine outlined the key elements and rationale behind this shift. 

“This is indeed a significant innovation in the 2025 state budget. Given our limited resources—largely due to capital investment needs, military expenses, and essential social programs—we have only UAH 25 billion available in the general fund. However, when we factor in contributions from our international partners, potential guarantees, loans, grants, and other funding opportunities, we could access up to UAH 256 billion,” Marchenko stated. The government’s objective, according to Marchenko, is to create a unified package of priority projects. “We aim to establish a cohesive system where every project and proposal is carefully evaluated, allowing us to present them to the government for prioritization and to our partners for funding. This process ensures that we direct resources to the most critical projects,” he added.
