Most communities cannot connect cogeneration plants due to imperfect legislation – Association of Ukrainian Cities

Local communities need to develop cogeneration, but they face legislative obstacles. Oleksandr Slobozhan, Executive Director of the Association of Ukrainian Cities, stated this during a briefing at the Ukraine Media Center. 

“At the legislative level, the procedures that were in place before the war have not been simplified, and they prevent communities from connecting cogeneration plants. In fact, most communities cannot connect cogeneration plants because the requirements are too stringent,” he noted. 

According to Oleksandr Slobozhan, this is also hindered by bureaucratic procedures, as well as a ban on certain communities and cities purchasing gas for cogeneration.
