General David Petraeus: russia has to rely on North Korean troops as it struggles with recruiting and cash reserves 

russia is turning to North Korean forces due to mounting internal challenges, according to General David Petraeus, former Commander of U.S. Central Command (2008-2010) and CIA Director (2011-2012). Petraeus made these remarks at the 10th Kyiv Security Forum for Youth, organized by the Arseniy Yatsenyuk Open Ukraine Foundation.

“You would start to see russia struggling in its recruiting efforts, having to resort ever more heavily on those who are actually in jail, having to rely on outside forces, such as North Korean troops, running out of cash reserves in its economy. It is running down very substantially,” Petraeus noted

Petraeus emphasized that enabling further sanctions will ultimately intensify these challenges for russia.

The general also stressed that any serious peace discussions will need robust security guarantees from the United States to Ukraine. “You’d finally see the willingness to discuss a ceasefire in serious terms and try to bring this war to an end, which would also require, I think, a U.S. security guarantee agreement for Ukraine to ensure that russia has no thoughts of continuing the war after a period of time during which it’s able to rebuild and reconstitute its forces,” he warned.
