Former Ukrainian prime minister urges communities to develop clear emergency plans
Volodymyr Groysman, who served as Ukraine’s prime minister between 2016 and 2019, emphasized the need for every community to have a detailed and actionable crisis plan, speaking at the Kyiv Security Forum, which focused on the country’s energy sector and economic outlook for 2026.
“Each community should have its own emergency action plan, developed clearly, professionally, and in a coordinated manner,” Groysman said. “If an emergency strikes, whether electricity or water is out, sewage systems fail, or public transit is halted, local authorities must know exactly what steps to take and in what sequence. These plans should also be communicated to residents so that everyone understands what actions to take during an emergency. This is a crucial task today.”
