Changes regarding mobilization of partially eligible citizens aged 18-25: Fedir Venislavskyi on new norms and who they will apply to

The Parliament’s Committee on National Security, Defense, and Intelligence has adopted amendments solving the issue of mobilization of those who used to have partially eligible status aged 18 to 25.

Fedir Venislavskyi, a Member of the Ukrainian Parliament’s Committee on National Security, Defense, and Intelligence, made this statement at a briefing at Media Center Ukraine.

 “At its meeting, the Committee on National Security, Defense, and Intelligence unanimously supported the relevant amendments stipulating that before reaching the age of 25, as stated in the main law, citizens of Ukraine cannot be mobilized even if they have been recognized as partially eligible for service and have a military specialty. But there is a significant clarification here – this restriction does not apply to those who have completed military service and received the status of conscripts. They can be mobilized before reaching the age of 25, as well as those Ukrainian citizens who obtained the rank of officer having completed military training in higher education institutions. They had consciously chosen the path of an officer, and they can be mobilized even if they are under 25 years old,” he explained.

In addition, Fedir Venislavskyi noted, the Committee also approved amendments regulating the possibility of discharge from military service of those partially eligible for service.

“Accordingly, the Committee put forth an initiative, because those initiatives registered in the Parliament suggested that those with limited fitness cannot be called up, but there is a certain limited number — probably several hundred servicemen, — who have been conscripted despite their partially eligible status. And we in the Committee also thought about this category of citizens of Ukraine. The Committee approved and recommended to the Verkhovna Rada of Ukraine to adopt amendments to the law on military duty and military service, which allow people to be released from military service if they do not want to voluntarily continue military service. This is related precisely to this category of people – those with partially eligible status, who were mobilized, and today there is a possibility of their discharge. As for other categories of citizens, there are no talks of dismissal from military service at the moment,” he added.
