Verkhovna Rada to review key bill for strengthening Ukraine’s energy market, says Boiko
Ukraine’s Parliament is set to review a draft law in mid-November that could strengthen the financial standing of electricity market players.
Yurii Boiko, Advisor to the Prime Minister and a member of Ukrenergo’s Supervisory Board. Boiko disclosed this update during a recent briefing hosted by the Media Center Ukraine.
“I’m not revealing a major secret, but we are in active communication with Mr. Herus [Head of the Verkhovna Rada of Ukraine Committee on Energy and Housing and Communal Services – Ed.], who is aiming for mid-month. We’re just days away from this potentially passing,” Boiko stated.
Boiko explained that the proposed law addresses several critical issues to improve the financial health of the energy market. “This is a crucial piece of legislation. It allows NPC Ukrenergo to allocate savings from its dispatching tariff to offset debts in the balancing market and to renewable energy producers, on a 50:50 basis,” he said. “Strategically, another important provision is the creation of special accounts for consumers who are designated as critical but have limited solvency and are served by the supplier of last resort.”
According to Yurii Boiko, the draft law also calls for measures to protect these critical consumers. The Cabinet of Ministers is expected to pass a resolution establishing conditions for compensating electricity costs for consumers who cannot afford to pay and cannot be disconnected.
“This resolution aims to create a compensation mechanism for such consumers, marking a significant step toward stabilizing the balancing market and, ultimately, enhancing the investment appeal of new generation projects—not just in words, but through concrete action,” Boiko added.
