Ukrainians fleeing conscription in Belarus could be recruited for attacks in Europe – Denysenko

Ukrainian men dodging conscription, despite a nationwide ban preventing men aged 23 to 60 from leaving the country, are attempting to cross through Belarus, and some may be vulnerable to recruitment for terrorist attacks in Europe, according to Vadym Denysenko, head of the Dilova Stolytsia analytical center.

“In 2022-2023, the State Border Service of Ukraine detained three men who tried to evade mobilization through Belarus. In the first ten months of 2025, 1,350 people attempted to flee using this route,” he said.

Denysenko added that, based on unofficial information, Ukrainians who slipped through Belarus and later returned there were responsible for blowing up railway tracks in Poland. For that reason, he cautioned that operatives linked to russia’s FSB may be targeting Ukrainians in Belarus for involvement in attacks across Europe.
