Ukraine urged to define AI-related crimes as cyber police flag legal gaps
Ukraine lacks a legal framework to define and prosecute crimes involving artificial intelligence, a senior cyber police official said, warning that the absence of clear rules is complicating law enforcement efforts.
Viktor Baiov, head of the Department for Countering Illegal Content at the Cyber Police Department of the National Police of Ukraine, said the issue requires a comprehensive legislative response. Speaking at the Media Center Ukraine, he called for updates to criminal procedure laws to reflect the growing use of artificial intelligence in criminal activity.
“There needs to be a comprehensive approach, beginning with updating criminal procedure legislation,” Baiov said. “At the moment, there is no legal definition of crimes committed using artificial intelligence. We need to clearly define that it constitutes manipulation, automated attacks, and large-scale disinformation. Once a lawmaker establishes these definitions, aggravating circumstances for criminal offenses can be introduced, making it easier for law enforcement agencies to prove such crimes.”
Baiov also emphasized the need to streamline access to digital evidence and to establish specialized digital forensics laboratories, saying both steps are essential to keeping pace with increasingly sophisticated technology-driven offenses.
