Ukraine’s critical infrastructure lacks three-tier protection

Ukraine has no critical facilities safeguarded by a three-tier defense system, Oleksandr Kharchenko, director of the Energy Industry Research Center, said during a briefing at the Media Center Ukraine.”I have never heard of facilities protected by three layers. That project was shut down quickly because building a three-tier defense costs three times more than the equipment it was meant to protect. But as far as I know, the existing two-tier system has already proven effective, allowing four drones to strike a facility without causing any damage,” Kharchenko noted.
