“Two walls rule” doesn’t guarantee full protection: SESU urges public to use shelters

The “two walls rule,” which suggests sheltering behind two interior walls during attacks, is more of a psychological concept. It offers no guaranteed protection against direct strikes.

Oleksandr Khorunzhyi, SESU spokesperson, emphasized this point during a briefing at Media Center Ukraine.

“The ‘two walls rule’ is more of a psychological concept. If a drone directly hits your apartment or a large piece of debris flies in, I’m not convinced that two walls can fully protect anyone. Yet, people often substitute proper sheltering with this rule, especially as fatigue sets in and they grow accustomed to attacks. This is dangerously common,” said Khorunzhyi.

He urged Ukrainians to review the location of the nearest shelters, remind family members of them, and work out an action plan in case of a threat.

“I strongly advise against relying on the ‘two walls rule’. Instead, I recommend using the Diia app to find the nearest shelter, explaining it to your children and family members, and rehearsing evacuation steps tailored to your specific circumstances,” Khorunzhyi said.
