Those released from illegal imprisonment cannot receive rehabilitation due to bureaucratic procedures – civil society activists
People who have been illegally imprisoned by Russia and are returning to Ukraine often do not receive the necessary assistance and rehabilitation. Laws and regulations are not focused on civilians, and the assistance they provide is often merely formal. This is evidenced by a report by civil society organizations entitled “After Illegal Imprisonment: From Survival to Recovery,” the results of which were presented at the Ukraine Media Center.
“For example, Resolution 296 describes the powers of state bodies, but does not provide guarantees for people who have suffered from illegal imprisonment. The main problem is that the assistance provided for in the Resolution is only available to civilians who have gone through the procedure of ”establishing special status” and have been approved by the commission. But the problem is that most detainees cannot go through this procedure and establish the facts in the manner required by the state. Therefore, there is no question of any priority rehabilitation assistance,“ explains Ihor Kotelianets, head of the NGO ”Association of Relatives of Kremlin Political Prisoners.”
