The number of individuals deemed unfit for military service decreased by over 30,000 in 2024 compared to 2022 – Study findings

The number of rulings declaring individuals unfit for military service dropped from 124,000 in 2022 to 93,000 in 2024.

These figures were revealed during the presentation of the study “Blind Spots of the MMC: How the Examination System Works in Ukraine,” at the Media Center Ukraine by co-author Iryna Yakovets, an analyst at the Media Initiative for Human Rights.

According to Yakovets, the increase in the number of examinations has also led to a higher proportion of individuals deemed fit for service.

“As more people undergo MMC evaluations, we’ve noticed an interesting trend: the number of individuals recognized as fit increases,” she added.

However, Yakovets emphasized that this shift does not reflect improved health among conscripts.

“We can’t claim that everyone has suddenly become healthier. We attribute this to amendments to Order No. 402, which eliminated the ‘partially fit’ category. Due to these changes – including the expanded list of conditions that now classify a person as ‘partially fit’ – we’ve seen an increase in the number of people deemed fit for service in the Armed Forces of Ukraine,” she explained.

Yakovets noted that these changes have also led to a reduction in unfitness rulings.

“In 2022, there were 124,000 such rulings, but in 2024, there were only 93,000. So, a significant decrease has indeed occurred,” the expert summarized.
