Study reveals utility subsidies, free transportation as top benefits for Ukrainian veterans

Utility subsidies and free transportation have emerged as the most widely used benefits among Ukrainian veterans, according to findings shared by the Ukrainian Veterans Foundation.

The data was unveiled by Anastasiia Selianinova, head of the Foundation’s Analytical and Educational Department, during a presentation at the Media Center Ukraine. The event highlighted results from the sixth study on the needs and challenges faced by both male and female veterans.

“We asked veterans which benefits they or their families currently use, allowing them to select multiple options. Utility subsidies were the most popular, with 69.2% of respondents selecting this benefit. Free transportation ranked second, utilized by 48.9% of veterans. Other benefits included pensions (30.6%), education programs (9.7%), cash assistance (7.4%), medical care (12.6%), and psychological rehabilitation (4.1%),” Selianinova explained.

Veterans also shared their satisfaction levels with these services. Utility subsidies had a satisfaction rate of 42.6%, while free transportation was close behind at 44.3%.

The Ukrainian Veterans Foundation conducted the survey online in October and November 2024, gathering responses from 1,025 participants. The study included veterans currently serving in the military as well as those who have retired. While the survey was anonymous and did not adhere to sampling requirements due to limited access to respondents and population data, its goal was to identify key issues affecting veterans. Although non-representative, the findings shed light on the experiences of Ukrainian veterans and the benefits they rely on most.
