Staffing shortages and organizational challenges hinder Ukraine’s civil society, expert says

Oleksandra Hlizhynska, executive director at the Institute Respublika, co-founder of the Active Community All-Ukrainian Initiative NGO, and expert in strategic development, outlined the main challenges facing civil society organizations during a briefing at the Media Center Ukraine.

“When it comes to strategizing and developing internal policies for civil society organizations, human resources play a critical role. There are two extremes: either a sector of highly qualified professionals or novices who require training. Developing new personnel is our path to becoming stronger,” she said.

Hlizhynska also highlighted one of the sector’s notable achievements: the law on public consultations, which allows civil society to influence government decision-making directly. 

“The progress we’ve made – holding public consultations with the Verkhovna Rada and government ministries – has enabled us to build a database tracking MPs’ requests for consultations. For example, our organization now sometimes receives more requests for public consultations than we are currently able to accommodate,” Hlizhynska said.
