This was stated during a briefing at Media Center Ukraine by Nestor Barchuk, representative of the International Cooperation Department, 1st Corps of the Azov National Guard. 

“Torture is a deliberate state policy of russia. We are aware of entire instruction manuals that are distributed among facilities holding Ukrainian POWs. These manuals clearly specify which torture methods are considered ‘more effective’ and should be applied to Ukrainian prisoners of war,” Barchuk said.

He also recalled that, according to the UN monitoring mission, more than 95% of Ukrainian POWs are subjected to torture while in russian captivity.
