russia has made war crimes part of Its state policy – Permanent Representative of the President of Ukraine in Crimea

All crimes against humanity committed by russians follow the same playbook. This is confirmed by documented evidence of war crimes. Olha Kuryshko, the Permanent Representative of the President of Ukraine in the Autonomous Republic of Crimea, shared this information during the Fourth International Forum of the International Crimea Platform Expert Network.

“After 2022, the scale and systematic nature of russia’s crimes have increased. However, even from the perspective of documenting crimes in the territories occupied since 2022, it is important to note that the same methods of dealing with the population and the same violations are being used as during the initial occupation of Crimea and Donbas,” she said.

Kuryshko emphasized that a report is currently being prepared on the most brutal crimes committed by representatives of the occupation administration, including torture and rape as crimes against humanity.

“In cases where the civilian population in the temporarily occupied territories refuses to collaborate with the occupiers, they are subjected to crimes against humanity. These crimes are often senseless — people with power and weapons feel impunity and express it in inhuman ways. But the torture procedure follows the same playbook. We can now say that this is the state policy of russia,” the expert noted.
