Private investors could drive Ukraine’s energy sector recovery, but safeguarding mechanisms are essential – Oleksandr Kharchenko

Private foreign investment has the potential to play a pivotal role in rebuilding Ukraine’s energy sector. However, establishing a mechanism to shield investors from the ongoing impacts of war remains a critical necessity, according to Oleksandr Kharchenko, Director of the Energy Industry Research Center.

Speaking at a briefing hosted by Media Center Ukraine, Kharchenko underscored the urgency of attracting foreign private capital to support the energy sector’s restoration.

“It is increasingly evident that foreign investment is the cornerstone for revitalizing Ukraine’s energy infrastructure. Facilitating access to private capital and enabling its participation in constructing new facilities is crucial. Ukraine has many advantages and fundamental conditions that make it an attractive destination. However, one major downside remains—’missiles and drones from the Moskals,'” Oleksandr Kharchenko stated.

He further explained that discussions are actively underway to devise a system that mitigates war and political risks for private investors. This includes exploring insurance policies options specifically designed to address the risks posed by war.

“I see a concentrated effort among virtually all stakeholders in this field, actively brainstorming to develop a tool that is both effective and swiftly implemented,” Kharchenko added.
