Parliament may lift travel ban for men under 24 – Fedir Venislavskyi

The Verkhovna Rada is considering lifting restrictions on foreign travel for men under 23 or 24, and relevant legislative proposals are expected to be introduced soon.

This was announced by Member of Parliament Fedir Venislavskyi, who serves on the Verkhovna Rada Committee on National Security, Defense and Intelligence. 

“This issue is being actively discussed among Ukrainian lawmakers, including within our committee,” Venislavskyi stated. “There is a broad consensus among various parliamentary groups and factions that this matter should be put to a vote soon. The goal is to prevent the loss of young people who leave for abroad and are then unable to return due to the restrictions enacted under martial law. These restrictions apply to male Ukrainian citizens subject to military service, aged 18 to 60.”

According to Venislavskyi, lawmakers are weighing options that would allow men under the age of 24 to travel abroad freely, particularly for educational purposes.

“There is an initiative to lift travel restrictions for Ukrainian citizens up to the age of 23 or 24,” he explained. “This would enable young Ukrainians studying abroad to visit home, reconnect with their families, and avoid being compelled to remain abroad permanently. Maintaining ties with Ukraine is essential.”

Venislavskyi added that the proposal has already gained traction among fellow MPs.

“There is clear recognition of the need to resolve this issue,” he said. “I believe we’ll soon see concrete legislative initiatives introduced in parliament, which can be put to a vote to address the situation.”
