From the first days of the war, the Ministry for the Reintegration of Temporarily Occupied Territories of Ukraine began to reshape itself as well as develop humanitarian response plans with international organizations. However, russia’s full-scale invasion has been unprecedented in history.
This statement was made by Iryna Vereshchuk, Vice Prime Minister — Minister for the Reintegration of Temporarily Occupied Territories of Ukraine at Media Center Ukraine — Ukrinform.
“Representatives of international organizations with experience in international conflicts did not even imagine that this could happen. When civilians are used as a human shield, when humanitarian corridors guaranteed by international law are not opened, and citizens are simply killed when they try to leave the occupied territories. We tried to open 350 humanitarian corridors, only 165 were working. A half did not work because russia was violating all obligations. The occupier uses women, children, the elderly and persons with reduced mobility as a human shield,” — she said.
