New memorandum signed at Media Center Ukraine to advance distributed power generation in Ukrainian municipalities
At the Media Center Ukraine, representatives from JSC Energy Company of Ukraine, the Association of Small Towns of Ukraine, and the CIGRE-Ukraine Association signed a memorandum to promote the development of distributed electricity generation in Ukrainian communities. The agreement aims to foster collaboration in providing comprehensive support for implementing distributed generation projects across the country.
During the roundtable discussion, Olexander Svetelik, President of the CIGRE-Ukraine Association, emphasized the complexity of issues surrounding distributed generation, from technical expertise to economic viability. He stressed the importance of equipping communities with the resources and knowledge necessary to overcome these challenges.
“We recognize that communities often have limited access to specialists. There are numerous questions tied to distributed generation—even experts hold varying opinions on the subject. This is why well-structured projects are essential. While we receive a significant number of generating units from our European and American partners, these units frequently remain idle because they cannot integrate into our energy system. What we need are projects to upgrade the networks serving our communities, including the power grids. These technical challenges require careful planning. On top of that, there are economic hurdles to address—each installation must be economically viable,” Svetelik explained.
The cooperation outlined in the memorandum will address regulatory, technical, and economic dimensions to ensure communities can successfully adopt distributed generation systems.
“This initiative is built around three major pillars: regulatory, technical, and economic. To enable communities to make informed decisions and bring projects to market efficiently, we must provide tailored support across these areas,” said Vitaly Butenko, CEO of JSC Energy Company of Ukraine.
Butenko further highlighted the critical importance of economic sustainability in distributed generation. He noted that achieving this goal requires effective market integration, balanced operations, and a range of supportive instruments. “Economic sustainability and efficiency are key objectives. They represent the added value we aim to create—not only for individual communities but also for the energy system and the state as a whole,” he added.
