Ministry for Development of Communities and Territories updates approaches to assessing hromadas capacity

The Ministry for Development of Communities and Territories of Ukraine has developed new approaches for assessing the capacity of territorial hromadas (amalgamated communities). According to the new framework, communities are evaluated against 24 criteria, grouped into four categories: Human Potential, Humanitarian and Economic Potential, Special Capacity, and Financial Capacity.

Oleksii Riabykin, Deputy Minister for Development of Communities and Territories of Ukraine, announced this during a briefing at the Media Center Ukraine.

“There is a document called the ‘Methodology for Forming Capable Hromadas’. The assessment methodology is quite abstract and general, so we decided to move towards very specific criteria. This is not about a ranking. We do not want to rank anyone from first to last place. We are talking about enabling the state to take targeted approaches, formulate specific policies, and provide specific support tools for hromadas that do not meet a certain capacity level so they can strengthen their capacity over time,” he said.

This targeted, territorially oriented approach to providing state or international support allows for an assessment of a hromada’s financial, demographic, and economic capacity.

The capacity assessment of hromadas is available on the Ministry for Development of Communities and Territories website.
