In 2025, Russia transported more than 26 million tonnes of oil across the Black Sea using its shadow fleet, which accounts for about 20% of all Russian oil production.

This was stated by Member of Parliament Yuliia Sirko during the Third Black Sea Security Conference.

According to her, Russia’s shadow fleet is currently moving along the coasts of Black Sea countries without approaching Ukraine directly.

“If something happens to this shadow fleet near the coast of Turkey, how will it affect your tourism? The situation with these shadow vessels is extremely dangerous. The consequences could lead to economic problems for all countries in the Black Sea region. That is why I want to urge you not to tolerate these Russian shadow vessels operating in the Black Sea.”

According to Yuliia Sirko, there are fake documents that attempt to downplay the threat, but they do not contribute to the safety of shipping in the region.
