For the first time in Ukraine, an assessment of the activities of the Government Commissioner for Gender Policy and her Office was conducted
The Media Center Ukraine presented an assessment of the impact of the activities of the Government Commissioner for Gender Policy and her Office on the promotion of gender equality in Ukraine. This is the first such assessment; it covers the period from 2018 to 2025 and analyzes the institution’s role in shaping state gender policy, developing legislation, institutional mechanisms, and partnerships at the national and international levels. To conduct the assessment, an analysis of legislative acts and strategic documents was performed, and the results of 33 interviews were compiled.
Oleksandra Tselishcheva, a researcher at Open Space Works Ukraine, spoke about this during a briefing.
“Respondents note that thanks to the work of the Commissioner and the Office, it was possible to bring gender policy to the forefront of administrative and public discourse, adopt the Gender Equality Strategy through 2030, and establish an effective institutional mechanism,” she noted.
The assessment results also show that the consistent efforts of the Commissioner and the Office have contributed to the establishment of gender audits and the structuring of efforts to counter conflict-related violence.
Kateryna Levchenko, Government Commissioner for Gender Policy, noted that the evaluation will form the basis for planning the future work of the Government Commissioner and the Office.
“External evaluations are important for institutional development; they also serve as indicators of the transparency of our policies and institutions. This evaluation showed that the European integration dimension is a priority for future work,” she said.
Daryna Popova, Gender Equality Advisor at the British Embassy in Ukraine, said that in 2026 a new National Action Plan “Women. Peace. Security” was adopted in 2026, extending through 2030. It was adopted based on years of experience at the national and local levels.
“Promoting gender equality allows the country to be more resilient in the face of Russian aggression. The work of the Government Commissioner for Gender Policy and the Commissioner’s Office is crucial during the war. We are ready to continue supporting this initiative,” she added.
