First All-Ukrainian Forum NACSPROTYV 2024:

Preparation of the population should become widespread

On October 3, the First All-Ukrainian Forum NACSPROTYV (NATIONAL RESISTANCE) 2024 took place in Kyiv. For security reasons the event was held in a closed format.

Organizer: Kyiv Oblast Center for Civil Defense Training. The event was initiated by the Kyiv Oblast Military Administration with the support of the 3rd Separate Assault Brigade.

The forum brought together over 500 participants, including representatives of key ministries – the Ministry of Defense and the Ministry of Veterans Affairs of Ukraine, representatives of oblast and city administrations, territorial communities, and organizations directly involved in military training of civilians.

The state of national resistance in Ukraine, the specifics of theinteraction between organizations that train civilians in military skills and local authorities, as well as the imperfect legislative framework were the topics discussed in the first two panels.

One of the most important panels was the third, which focused on the reintegration and employment of veterans through their involvement in national resistance centers. This panel presented a joint initiative of the Ministry of Veterans Affairs of Ukraine and the Kyiv Oblast Center for Civil Defense Training to train instructors from among war veterans and engage them in civilian training programs.

The fourth panel presented successful cases of civilian education by NGOs and commercial projects. Major corporations spoke about their personal contributions to the national resistance and corporate training programs for employees.

“The Kyiv Oblast Administration has always welcomed initiatives aimed at strengthening the country’s defense capabilities. Cooperation with the 3rd Assault Brigade is a good example of this. Kyiv Oblast Center for Civil Defense Traininghas already trained over a thousand people in basic military skills. We hope that our cooperation will continue to be effective,” emphasized Dmytro Kucheria, Deputy Head of the Kyiv Oblast Military Administration, at the opening of the NACSPROTYV 2024 Forum.

“Despite the extremely high intensity of combat operations, we still manage to focus on civilian training. Our brigade has supported the establishment of a training center in the Kyiv oblast and the initiative for this forum. As part of our recruitment campaign, we regularly conduct drills for civilians.

Mobilization into the army does not begin at the recruitment offices. It begins with the general education of the population, with proper informational and ideological work. It begins with the national resistance, which is an integral part of the country’s security. If we want to survive in this struggle, the militarization of society is an inevitable step,” said Maksym Zhorin, deputy commander of the 3rd Separate Assault Brigade, in his welcoming speech.
