Culture and Information Policy Ministry develops draft bill on special status of English language
Article 10 of the Constitution of Ukraine states that the state promotes the study of foreign languages . Special attention should be paid to the English language. This is not only because Ukraine is on the path of European integration, but also because it is really the language of international communication.
In order to help the Ukrainian society master English, Culture and Information Policy Ministry has drafted a bill designed to ensure the special status of this language in our country.
Rostyslav Karandieiev, First Deputy Minister of Culture and Information Policy made this statement at Media Center Ukraine — Ukrinform.
“The new bill will allow overcoming the language barrier that still exists in Ukraine. This is a necessity and one of the conditions for a course towards the EU. The bill defines English as the language of communication in public spheres of life, primarily in international communications,” — he pointed out.
Upon the initiative of the Culture and Information Policy Ministry, a working group is being created to take into account various interests of the society, in particular, the issue of language application — what standards should be established at the level of the law and future by-laws.
A draft law has already been developed and amendments to the legislation are being worked on right now.
“None of the provisions of the new law can and will be interpreted as restricting the functioning of the Ukrainian language in our country,” — the First Deputy Minister of Culture and Information Policy said.
Rostyslav Karandieiev pointed out that the ambitious goal of the new bill is for every public official to speak English.
The First Deputy Minister of Culture and Information Policy of Ukraine noted that there is currently a shortage of personnel, namely English teachers. Therefore, it will be necessary to increase the state order for the training of English teachers.
