Ukraine’s 2025 state budget lacks UAH 8 billion for medication of critically ill patients – CF “Patients of Ukraine”
The state budget lacks 8 billion UAH to meet the needs of patients with serious diseases.
This was emphasized by Inna Ivanenko, Executive Director of CF “Patients of Ukraine” at a briefing at the Media Center Ukraine.
“When it comes to medicines, we analyzed the financing of centralized procurement of medicines for patients with chronic and serious diseases. These drugs are procured by the state enterprise Medical Procurement of Ukraine. This year, the funding decreased slightly compared to the previous year. For patients with serious diseases, the situation is catastrophic, I would say. The state budget lacks UAH 8 billion to cover the needs of these patients living in Ukraine who are already receiving state-sponsored treatment,” Ivanenko said.
She mentioned that this concerns patients with diseases such as multiple sclerosis, pulmonary hypertension, cancer, hepatitis, and others.
Ivanenko also drew attention to the UAH 1.7 billion deficit needed to provide second- and third-line treatment for patients with complex diseases.
“Centralized procurement, which is critically underfunded, covers only basic therapies and first-line treatments. Our patients, like anyone else, may have more advanced or complicated forms of their disease that require second- or third-line therapy. This is a huge problem because these treatments are innovative, expensive, and severely underfunded in the national budget. For innovative treatments, we face a shortfall of 86.8%, which means an additional 1.7 billion UAH is needed to provide second- and third-line therapies for patients with complex diseases,” Ivanenko added.
