12:00 PMKyivSerhii Kuiun, Fuel Market Expert (in person).Ukraine’s bioethanol blend mandate: Implementation progress and price effects

Key topics:

– How does the addition of bioethanol influence the final price at the pump?
– Infrastructure at a crossroads: Are oil depots and gas stations equipped to handle the shift to blended fuels?
– Domestic production and agricultural opportunity: Ukraine’s capacity to produce bioethanol and the regulation’s potential economic benefits;
– How the mandate may reshape competition among fuel suppliers.

Why is it important?
As of May 1, Ukraine requires nearly all gasoline sold nationwide, excluding A-98 and fuel used by the military – to include a minimum of 5% bioethanol. This shift is a significant step toward aligning with EU environmental and energy standards, part of Ukraine’s broader path to European integration. The law mandating this change was passed by Parliament in the summer of 2024.

How to overhaul humanitarian assistance accounting: Unveiling a new Concept for Improving the Automated Humanitarian Aid Registration System

Key topics:

– Findings from a comprehensive study outlining core challenges in humanitarian assistance administration;
– Systemic inefficiencies and priority areas for modernizing the Automated Humanitarian Aid Registration System (AHARS);
– Proposals for integrating national data registries and enhancing analytical tools;
– Legal considerations for updating Ukraine’s regulatory framework;
– Strategies for ensuring transparency, data security, and user support;
– Step-by-step plan for implementing the reformed system.

Why is it important?
Since the onset of russia’s full-scale invasion, Ukraine has received an unprecedented volume of humanitarian assistance. Yet the current registration system remains outdated and often counterproductive. Aid organizations continue to report delays and difficulties with customs clearance, documentation, and coordination with government bodies.

In response, experts at the Ukrainian Center for Independent Political Research have designed a comprehensive modernization concept aimed at streamlining logistics, reducing bureaucratic hurdles, and strengthening oversight. The upgraded system is expected to help both state agencies and civil society actors operate more effectively ensuring the delivery of crisis aid to the areas of greatest need.
