Why is it important? Under a resolution adopted by the Cabinet of Ministers of Ukraine, regional and Kyiv City Military Administrations must reorganize institutional care facilities for children by September 1, 2025. These institutions must be transformed into medical rehabilitation centers, family and child support centers, or other healthcare or social protection facilities. Simultaneously, authorities must ensure that children are placed in family-based care settings. Beginning in 2026, these institutions will no longer receive state subsidies through the healthcare system. Instead, financial and administrative responsibility will shift to local governments and regional authorities in the children’s communities of origin. This transition highlights the urgent need for effective, sustainable solutions and resources that prioritize the rights and well-being of every child.
