Why is this important? Modern challenges related to russia’s war against Ukraine have demonstrated that local communities are on the frontline of hybrid warfare. They are targets of information attacks, disinformation campaigns, cyberattacks, and attempts to undermine trust in authorities and sow discord in society. Therefore, strengthening the informational and cognitive resilience of communities has become essential to Ukraine’s national security. Communities, through their information managers, thought leaders and local self-government representatives, are best placed to respond quickly to threats, adapt international practices and implement them locally. |
