
Ukraine develops a Concept for improving the Automated Humanitarian Aid Registration System
The current system for managing humanitarian aid often proves inefficient, as organizations face challenges with importing goods, registration, accounting, reporting, and coordination with government agencies. To address this, experts from the Ukrainian Center for Independent Political Research have developed a Concept for improving the Automated Humanitarian Aid Registration System.
This was discussed during a presentation at the Media Center Ukraine.
The modernization of the Automated Humanitarian Aid Registration System is expected to accelerate humanitarian aid logistics, streamline administrative procedures for organizations, and increase the effectiveness of state control.
“After analyzing all the actors involved in the work with the automated system, we hope that the proposals we’ve collected will be implemented,” said Yulia Panura, consultant on taxation of CSOs and charitable activities at the Ukrainian Center for Independent Political Research.
At the same time, Liudmyla Khlan, a representative of the Ukrainian state enterprise “Information and Computing Center of the Ministry of Social Policy of Ukraine”, emphasized that the team of specialists who developed and modernized the system is committed to further improvements.
“A large, strong team of professionals is involved in the development, maintenance and modernization of the system. I am very proud of my team and the people who work on it with passion and confidence. We all love what we do and we care about our users. So in terms of refining the system, we are happy to do that. We’re eager to improve the system because we have a vested interest in making it better. We have the resources, the energy, and the will to do it,” she stated.
Liudmyla Khlan noted that the planned improvements will be carried out in close cooperation with a working group and volunteers.
However, according to Liudmyla Khlan, there is one component that prevents the system refinements from starting immediately: financial resources.
“Currently, funding for our system has been suspended. All refinements and innovations in the system related to regulatory acts have been implemented with minimal changes to the system. We are adding functionality within the framework of administration, but it is not as extensive or comprehensive as we would like,” she stressed.
Liudmyla Khlan further explained:
“As a state enterprise responsible for developing and managing the system, we can only provide services on a paid basis. Unfortunately, we cannot provide them for free. Therefore, in order to implement the necessary upgrades in accordance with legal requirements, we must have the necessary financial resources.”
