Abolition of MSEC: Who and how will determine the status of a person with a disability in the future?
The current system of medical-social expert commissions (MSEC), which is to be abolished according to a bill passed in the first reading, will be replaced by situational commissions.
This was stated by MP Fedir Venislavskyi, member of the Verkhovna Rada Committee on National Security, Defense, and Intelligence, at a briefing at the Media Center Ukraine.
“The philosophy of the process will change completely. Situational commissions will be established to determine disability status. These will not be permanent bodies. The commissions will include practicing doctors and representatives of other public organizations to minimize potential abuses,” he said.
Venislavskyi also highlighted the planned digitalization of the process of granting disability status. This, he explained, will help minimize face-to-face interaction between the applicant and the person or body granting the status.
“The focus of this bill is on digitalization, which aims to reduce direct contact between the person seeking disability status and those responsible for granting it. I think this is a good example of reforming an outdated and highly corrupt system,” he added.
According to Venislavskyi, draft law No. 12178, which proposes the abolition of the MSEC system, has a good chance of being approved in the second reading and adopted in full.
