20% of Ukrainian hromadas have completed training to counter enemy propaganda and strengthen their ability to withstand misinformation

A total of 194 Ukrainian territorial communities (hromadas) have completed the project “Resilient Communities: Findings and Outcomes of Ukraine’s Program to Enhance the Capacity of Local Self-Government Bodies to Counter Manipulative Tactics, Methods, and Procedures”.

Participants gained skills in countering manipulation and hostile propaganda, learned to formulate information strategies, and acquired practical skills and mechanisms for protection against cyberattacks and manipulative techniques.

Notably, the training remained accessible even during power outages.

Zhanna Patsiora, Director of the Center for Strategic Communications and Regional Studies, announced this during a briefing at the Media Center Ukraine.

“The most important outcome is that during the training, we established contact with people living in the hromadas. We found like-minded individuals and colleagues who can form a community and disseminate the acquired experience to those hromadas that did not participate in the project,” she noted.

The training was divided into four core modules: Municipal Information Security, Countering Disinformation and Manipulative Technologies, Communication Strategy Planning, and Cybersecurity.

The project was implemented with the support of the NATO Representation to Ukraine.
